Anyway, here lies Swampert. Beast in and out of the Rain, only thing he really gets is STAB boost though, but still..
Swampert (M) @ Choice Band or Choice Scarf
EVs: 128 HP / 252 Atk / 64 Def / 64 SDef or 4 HP / 252 Atk / 252 Spd
Adamant Nature (+Atk, -SAtk) or Jolly ( I disreccomend it though )
- Waterfall / Aqua Tail ( If you REALLY like that power )
- Stone Edge
- Ice Punch / SuperPower / Brick Break
This is my rain Standard for a Choice Pert.
STAB , Choice Band, and Rain can do some great power boosting for Waterfall ( The main likely move choice )
While Earthquake is for coverage, and Stone Edge, Ice punch, and the Fighting moves are for further coverage.
Anyway, Choice Band - Go with First Ev spread
Choice Scarf - Go with second Ev spread
The first moves mentioned are my most highly reccomended, blah blah blah.
It really feels stale doing this set, the moves are so.. Average, but whatever, it's Swampert.

EVs: 252 HP / 128 Atk / 128 SDef
Careful Nature (+SDef, -SAtk)
- Stealth Rock
This is a REAL rain set right here punks.
He plays the late game, Politoed is normally your lead, but he sets in Rocks, Phazing, and a hyper charged STAB attack.
Stealth Rocks gives some late game rocks, or early game if he's your immediate switch to avoid death by electricity with your beloved Froggy. Counter is because I put tons of Ev's into his Hp, with none in his Defense, meaning he's going to be pretty nice for the job. Roar phazes, fun huh? While Waterfall has Splash Plate, Rain, and STAB backing it. Awesome!
Overall, the only thing he benefits from in the rain, is boosted STAB.
Although, in most cases, that's all he needs, great pokemon, when STAB is boosted by 50%, amazing pokemon!
