Hmm, now here's a tricky one. Great Speed, STAB Thunder, amazing coverage. He seems to be interesting in the rain, seems like a better Politoed counter than anything, but he should still function in the weather just fine.

Dang, he gets some nice mixed attacking stats, 317, 317, 255 ( Speeds last ).
So as you can tell, Choice Scarf gives you that extra speed boost, where the Life orb just says screw outspeeding everything, I want to OHKO everything. ( Another way you can do the ev's, is go with a Hasty nature, change your Atk ev's to about 40 - Whatever evens them out -- And run that with Life orb for extra speed ) Anyway, Thunder gets your nice STAB, and is pretty powerful with this guy, Paralyze chance can let him outspeed the next turn ( He's really a tank killer ). Your choice of coverage, Brick Break, Focus Blast, Psychic. Earthquake is stand alone amazing as usual. And then HP Water or Ice Punch ( HP Water gets the rain boost while Ice Punch gets Bolt Beam coverage ).

Phew, all of these moves were choices in the other set, but now put into their own all special set.
Thunder gets STAB, 120 power, 100% accuracy in the rain, and has a 30% chance to paralyze.
HP Water gets a 50% power boost in the rain, making for amazing powered up coverage, while Psychic and Focus Blast are just your average special coverage. He looks nice.
Overall, he looks pretty nice. He gets STAB Thunder, and a boosted HP Water, although his Special Attack not being Spectacular makes a lot of his potential go to waste in the rain.
